NE Power Grid Volatility
“New England’s power industry is facing more risks of higher costs and price volatility than it was a year ago, said a study released yesterday by the business customerbacked New England Coalition for Affordable Energy … Daymark Energy Advisors conducted the study that found recent delays and cancellations in energy projects combined with new state policies could have bigger economic consequences through 2020 than previously estimated.
‘The report – and a recent warning by ISO New England that the electric system may become unsustainable during extreme cold weather due to energy supply constraints – are stark reminders that events of the past year put the region’s economy and competitiveness in an increasingly perilous position as we approach 2020,” the coalition’s Carl Gustin said in prepared remarks. “Timely actions to add new energy infrastructure and address energy market uncertainties are needed.'”

Federal vs. State Regulatory Power
“Last year, the Supreme Court handed down two major opinions – Electric Power Supply Association v. FERC, and Hughes v. Talen Energy Marketing – that provided new guidance on the contours of Federal Power Act and the boundaries of state versus federal authority over the electricity sector. On November 14th, the Guarini Center will hold a discussion with leading experts to examine the implications of these decisions for innovative state electricity policies such as New York’s Clean Energy Standard and REV.”

Solar Power Mandates
“Energy efficiency and reducing greenhouse gas emissions is a priority for the city of San Mateo. Starting January 1, 2017, San Mateo will require the installation of solar systems in all new construction projects. The city also requires cool roof installation on all new multifamily and commercial developments with lowsloped roofs.”
